Bihar UGEAC Counselling also known as Bihar Undergraduate Engineering Admission Counselling is a state-level counselling process administered by the Bihar Combined Entrance Competitive Examination Board and counselling registration will start from June 2025. (BCECEB). In the state of Bihar, UGEAC counselling is held for admission to several undergraduate engineering degrees. - Candidates who have qualified for Bihar Undergraduate Engineering Admission Counselling must fill out their preferred college and course options after the merit list is revealed. This is accomplished through the online selection process.

Bihar UGEAC Counselling for Other State Students
Bihar UGEAC 2025 provides a dedicated Out of State (Out of Bihar) quota to facilitate admissions for students not holding Bihar domicile. Bihar UGEAC 2025 reserves 15% of AICTE-approved intake (excluding supernumerary seats) for Out of Bihar candidates in private engineering colleges, autonomous government institutions, and government universities. Bihar domicile is not required for this quota. Admissions are conducted as per Bihar UGEAC guidelines and are based on eligibility criteria like JEE Main scores or 12th class merit. If any seats remain vacant under this quota, they are merged into the general Bihar category in later rounds. Bihar UGEAC Counselling Fee Refund Policy
Bihar UGEAC Counselling non-refundable registration fee is Rs. 1200 for Unreserved/BC/EBC & Rs. 600 for SC/ST/DQ (PwD), applicable for B.E./B.Tech and B.Arch courses. However, the institutional fee refund is governed by AICTE norms. If a student withdraws before the course begins, the full fee - excluding a maximum processing charge of Rs. 1000 must be refunded. If the student leaves after joining and the seat is filled by another candidate before the last admission date, a refund is provided after deducting the processing fee and proportionate charges such as monthly tuition and hostel rent.
If the vacated seat remains unfilled, only the security deposit must be refunded, and original documents returned. Institutions are also prohibited from charging fees for subsequent years from students who cancel their admission. The entire refund process, along with the return of certificates, must be completed within 7 days. Non-compliance with these guidelines may invite punitive action from AICTE.
